Capacity Development of NGOs

The capacity development is a process to help NGOs enhance their goal and objectives, intervention strategy, skills, operational systems, infrastructure, and human resources for effective implementation of programmes under PP&A component of YAP-II in selected project towns. The State Facilitating Agencies are expected to undertake the following specific tasks for capacity development of NGOs.

  • Identify training needs of NGOs for developing effective Management Information System (MIS) during implementation of programmes;

  • Develop participatory training programmes in terms of its contents, methodology, time duration, periodicity, reference materials, etc. 

  • Conduct participatory trainings for enhancing NGOs’ capacities on effective MIS e.g. reporting (activity reports, narrative and financial progress reports), process documentation, etc;

  • Organise inter / intra state information, experience sharing programmes.

  • Undertake promotion measures such as reward and award for NGOs implementing programmes under PP & A component of YAP-II.

  • Facilitate the process to develop MIS system for NGOs; such as

    • Recording and storing activities accomplishment data, and preparing routine progress reports (weekly, monthly, quarterly, half-yearly, annually, etc).

    • Processing the routine progress reports/ data for monitoring the programme and undertake corrective measures in case of any deviation.

    •  Recording and storing accounting records and processing such records in financial statement.

 

 Review and Evaluation of the Programmes 

The purpose of evaluation is to assess whether the four specific programmes under PP&A component of YAP – II are able to reach its intended objectives. Suggest and undertake appropriate corrective measures for efficient and effective implementation of the programmes. Specifically the evaluation shall cover the following aspects:

  • Level of community participation and mobilization, proactive involvement of relevant stakeholders at various level for prevention and management of river water pollution;

  • Awareness and sensitisation of public towards Yamuna river water pollution, appropriate measures undertaken for pollution abatement;

  • Publicity and popularity of Yamuna Action Plan among various stakeholders including community leaders, political elected representatives, relevant government organisations, educational institutions/ universities, media groups, corporate sectors, national and international organisations, and general public towards the promotion of Clean Yamuna;

  • Utilization level of Community Toilet Complexes (CTC) and other sanitation facilities in the community;

  • School health, hygiene and sanitation education: coverage, attitude, behaviour change and practices among school children, etc

  • Efficacy of town specific innovative initiatives through public participation towards prevention and management of Yamuna River pollution;

  • Co-ordination between PIAs/ PMUs, ULBs and NGOs/ CBOs and community;

  • Functional capacity of NGOs in terms of effectiveness of conceptual approach, management practice and field implementation work; staff’s rapport and effectiveness with community; critical review of perception of NGOs by communities; coverage and quality of communication and capacity building interventions; etc;

  • Impact and effectiveness of follow up measures, perception of various stakeholders about the sustained efforts, willingness to participate in the future, public’s expectations and suggestions;

  • The State Facilitating Agencies are expected to develop evaluation indicators for all four specific programmes implemented under PP&A component of YAP-II, and design the detail methodology for evaluation for these programmes;

  • The sample size and sampling method should be designed to ensure the proper representation of the public, including the different stakeholders and geographic areas of project towns. Identification and use of appropriate qualitative research tools would be a critical element, as the qualitative information would provide crucial insights into what the public are actually thinking and what will be their future actions. A few concise case studies would add value to the evaluation;

  • Review of available secondary sources (reports, presentations, IEC/ BCC materials, etc) as relevant to the evaluation. The available secondary material should be studied in depth. The comparison within specific programmes under PP&A and with similar other programmes could also be included in the evaluation, as it would be helpful to assess the comparative success of these programmes. Field observations would be required to strengthen the evaluation;

  • Identify deviations and gaps if there any and recommend and undertake the corrective measures at appropriate levels to strengthen the effective implementation in order to achieve intended goal and objectives of the programmes;

 

Developing Policy Guidelines for Sustainability

The policy guidelines framework for sustainability of the programmes shall ensure the efforts beyond YAP-II. The capacity building of NGOs would be essential to the sustainability of the programmes so that they could continue the efforts of PP&A efficiently and effectively, without sole reliance on YAP-II. The evaluation of the programmes could also be the basis for developing the policy guidelines framework.

  • State Facilitating Agencies shall prepare the Policy Guidelines for long term sustainability of programmes beyond YAP-II while taking into consideration the variations in approach and intervention strategies by the NGOs in the project towns;

  • Document the intervention process, case studies, success stories, best practices experiences and lessons learnt in the form of reports, videography and photography etc, as per the evaluation of the specific programmes implementations by NGOs and wide dissemination of the same;

  • Build capacity to enhance the skills and harness the potentials to sustain the efforts efficiently and effectively;

  • Incorporate the experiences and lessons learnt from the programmes implementations while improvising the Policy Guidelines Framework for sustainable efforts of public participations for prevention and management of river water pollution;

  • Discuss the Policy Guidelines Framework with respective PIAs/ PMUs and other relevant stakeholders in the project states and rationalised these in their consultations;

  • Develop the operational instruments and institutions for implementation of Policy Guidelines Framework and demonstrate the same as workable model;

  • Implement the Policy Guidelines Framework in the selected project towns in order to develop the pragmatic and programmatic perspectives with regard to river water pollution abatement and public participation;

  • Recommend the Policy Guidelines Framework while attributing opportunities and limitations besides being attentive to basic properties and oddities of the operational system.
